The Courts KICS Partnership Pilot (CKPP) launched May 1, 2025, as a collaboration between the Kids In Care Settings (KICS) Clinic and Arapahoe County Safe Babies Court Team. Safe Babies, a ZERO TO THREE program implemented in Colorado by Illuminate Colorado, uses a collaborative, family-centered court approach for young children involved with child welfare during a critical period of brain development and relational health. Local evaluations identified healthcare as highly valued but highlighted limited access and integration between healthcare and the juvenile court team. KICS, a specialty multidisciplinary medical home with integrated behavioral health at Children’s Hospital Colorado affiliated with the Kempe Center, serves children in foster and kinship care. To bridge this gap, CKPP was co-created with Lived Experts and partners across healthcare, child welfare, and judicial sectors around four pillars: communication, cross-sector collaboration, engagement, and education. Partners include Safe Babies court professionals, Arapahoe County human services, legal and public health partners, Illuminate Colorado, Early Intervention, Colorado Hospitals Substance Exposed Newborn Quality Improvement Collaborative (CHoSEN QIC), and healthcare representatives.
